The law requires official written notice to be given to parties of interest, including the public at large, prior to the initiating of certain types of legal actions. The current procedures for public notice have not changed in the US since the 18th century when publication at the courthouse door replaced "town criers". Presently, county courthouse bulletin boards and local newspapers are the main vehicles for noticing concerned parties and the public. It is clear that in toddy's sprawling, highly mobile society these methodologies are no longer effective in terms of time, cost, and functionality. Indeed, the current system of public notice is becoming increasingly archaic due to its lack of centrality. This problem of increasingly fractionated public information did not exist before there were large urban areas, and word of public notices could pass by word of mouth.
